About us

This website has been created in the framework of the SEACOOP project, a "support action" funded by the European Commission (Directorate General Information Society and Media) through its 7th Framework Programme for Research and Technological Development (FP7). Although the SEACOOP project formally ended on March 31, 2009, this website is still maintained by the SEACOOP partnership since they are committed to build on SEACOOP achievements and further develop their SEACOOP initiative.

The main objective of the SEACOOP project was to identify, promote, and support strategic cooperation opportunities of mutual interest between Europe and Southeast Asia, and to support bilateral and multilateral dialogues.

The project also aimed at increasing awareness on EU-Southeast Asia S&T cooperation on ICT in Southeast Asia, at widely disseminating project perspectives and results in the European and Southeast Asian ICT communities and at developing synergies with other national and international programmes and initiatives similarly addressing EU-Southeast Asia S&T cooperation on ICT.

The SEACOOP project has been coordinated by the European company Sigma Orionis. The partnership included, on the Southeast Asian side, the national Agencies managing ICT research in the 7 most advanced countries:

  • The Advanced Science and Technology Institute (ASTI), Philippines
  • The Institute for Infocomm Research (I²R),Singapore
  • The Agency for the Assessment and Application of Technology (BPPT), Indonesia
  • MIMOS Berhad, Malaysia
  • The National Council for Science and Technology Policy (NCSTP), Vietnam
  • The National ICT Development Authority (NiDA), Cambodia
  • The National Science and Technology Development Agency (NSTDA), Thailand

Other Southeast Asian national Agencies have also been progressively integrated into SEACOOP activities as associate partners, such as NAST (Lao PDR), UCY (University of Computer Studies, Yangon, Myanmar) and UBD (University of Brunei Darussalam).

The nature of the SEACOOP partnership, added to the fact that ASEAN had brought its support to the project, has ensured the largest participation of the Southeast Asian ICT community in project activities, and provided an ideal environment for the development of EU-Southeast Asia policy dialogues.

The SEACOOP project has been formally supported, on the European side, by major European Technology Platforms (ETPs), and by leading companies, academia, and research organisations already involved in EU-Southeast Asia cooperation on ICT (see illustration below), thus ensuring the highest involvement of, and the highest project impact on, the European ICT community.
