Officials from both sides confirmed in their final “Statement of the co-Chairs”, their “common interest in continuing to develop further the cooperation in the field of ICT”. The meeting was co-Chaired by Dr Graciano P. Yumul, Chairperson of the ASEAN Committee on Science and Technology cum Undersecretary for R&D, DOST, the Philippines, and Ms Mary Minch, Director International Cooperation at European Commission’s DG Research. The European Commission and ASEAN will be invited to attend the meetings of the network. The symposium proposes Tutorials and Scientific Sessions in relevant Singaporean – French common interest fields (namely in the ICT area), related to the present and possible future activities in IPAL. SinFra’09 will be held in Fusionopolis in Singapore, where IPAL is hosted. IPAL (Image Processing and Application Laboratory) was formed in 1998 as a special overseas CNRS (French National Research Center) laboratory to manage research collaboration projects among CNRS, School of Computing of NUS (National University of Singapore), and I²R (Institute for Infocomm Research) of A*STAR (then Kent Ridge Digital Labs and National Science and Technology Board respectively). At the initiative of the SEACOOP project, an exhibition booth and a networking session were devoted to these opportunities, a flyer being distributed on these occasions underlining that the project could provide free of charge support and guidance services to organisations from both regions planning to develop cooperation projects under FP7. The exhibition booth attracted many of the 4000 visitors, among them European organisations preparing proposals to be submitted in response to FP7 Calls and looking for partners in Southeast Asia. It is with this statement from Roger Torrenti, SEACOOP project coordinator (on behalf of the whole Consortium) that the 2nd SEACOOP Seminar, held today at the European Commission in Brussels, ended. This Seminar, attended by the participants in the 5th SEACOOP Consortium meeting and by Thierry Devars, European Commission, SEACOOP Project coordinator, was organised in continuity with its 1st edition, held in Brussels on April 1, 2008 in Brussels. All partners were represented by at least one delegate: Dr Tambunan, head of S&T at the ASEAN Secretariat, Dr Nilar from the University of Yangon, Myanmar and Dr Dalaloy from the Lao NAST also participated in the meeting as observers. Participants first expressed their satisfaction concerning the well attended and fruitful cooperation Forum held the two previous days in Brussels and devoted most of the time to precisely specify the tasks the partnership had to develop until their next meeting (on February 3-4, 2009 in Bangkok). It was the first event of its kind ever organised in Europe and attracted around 250 delegates, including over 100 representatives from leading Southeast Asian organisations in the ICT area. The event started with a video message from Ms Reding, European Commissioner for Information Society and Media (click on the reader to start the video), while delegates were provided with written messages from Ms Reding and Dr Surin, Secretary General of ASEAN. The event structure (please click here to get a view of it “at a glance”) included an opening session with the participation of several European Commission’s DGs and of the ASEAN Secretariat, 15 parallel thematic sessions, a “5’ to convince” session, a training session on “How to be involved in and prepare a FP7 proposal”, and various networking moments. During the closing plenary session, reports presented by the rapporteurs of each session indicated that a total of 30-35 well-advanced potential cooperation projects had been identified, which should lead to a great number of proposals, with the participation of Southeast Asian organisations, to be presented at future FP7 Calls. ASEM is an interregional forum which consists of the European Commission, the twenty-seven members of the European Union (EU), the ten countries of ASEAN, P.R. China, Japan, South Korea and, as of 2008, the ASEAN secretariat, India, Mongolia, and Pakistan. The considerable contribution of ICTs to socio-economic development and poverty reduction has been widely recognised by the international community, including the ASEM ICT Ministerial Meeting in Hanoi in November 2006. International development cooperation will be among the topics on the agenda of the 7th ASEM Summit which will be held in Beijing on October 24-25, 2008. The ASEM workshop on ICT for Development will aim to facilitate the exchange of best practices and lessons learned at national and international level involving key players in the ICT4D area which should lead to the identification of concrete cooperation projects.  This is why a mix of government, NGOs and private sector representatives is expected for this seminar. It will also have as one of its objectives to reach an agreement on an ASEM roadmap that would give recommendations on ICT for development priorities for the coming years that could lead to concrete development initiatives. As part of the ASEM workshop we will also celebrate the launch of the TransEurasia Information Network 3 (TEIN 3), an ASEM initiative that provides high speed data interconnections for all research and education communities in Asia, to Europe and beyond. It proposed a strategic framework for jointly strengthening science and technology cooperation with non-EU countries, notably in the field of Information and Communication Technologies where Europe is a strong exporter. The Commission's objective is to contribute to sustainable development worldwide while at the same time improving Europe’s competitiveness in science and technology. The Commission invites Member States to define together, rather than in isolation, priority research and technology areas where a coherent EU effort would have more impact. A total of 40 participations of Southeast Asian organisations in proposals submitted in response to these Calls have been recorded (25 for Call 1, 15 for Call 2), which, after the proposal evaluation process, became 11 participations in retained proposals (all in Call 1). These results are quite encouraging though it is expected that the level of participation of Southeast Asian organisations in future submitted and retained proposals will significantly increase. It is at least an objective which the SEACOOP project (see the About us section) will do its best to fully contribute to reach. NAST is the National Authority for Science and Technology of the Prime Minister's Office, formerly known as the Science, Technology and Environment Agency (STEA). The meeting was opened by Dr Maydom Chanthanasinh, NAST Vice-President, who presented the Lao ICT development plans. Mr Roger Torrenti, coordinator of the SEACOOP project, presented the project activities, underlining they were fully open to Lao participation. This perspective has been welcomed by the Lao side. The possibility to organise a SEACOOP awareness workshop in Lao PDR in the short term will be considered. The involvement of NAST and of Lao ICT organisations in the identification and development of SEACOOP cooperation projects between Europe and Southeast Asia will also be further considered.
