Strategic Projects

One of the main objectives of the SEACOOP project, introduced in the About us section, was the identification of, and support to key opportunities of strategic cooperation between Europe and Southeast Asia on ICT research, the project ambition being that these opportunities can be transformed into flagship projects or major cooperation initiatives between the two regions.

Such cooperation opportunities can be:

  • “bilateral” (corresponding to the mutual interest of Europe and of a given Southeast Asian country) or “multilateral” (of interest to Europe and to several, if not all, Southeast Asian countries),
  • “thematic” (focusing on a given ICT topic, or addressing a given issue) or “horizontal” (cross-thematic or generic).

They are identified in the framework of the SEACOOP project through two combined approaches: a “top-down” one, taking into account policies and priorities from both regions, and a “bottom-up” one, based on the suggestions from ICT organisations from both regions.


On this last point an open consultation has been launched. European and Southeast Asian organisations willing to propose potential cooperation projects have been invited to fill in a Consultation form, and send it back before August 31, 2008. Over 100 contributions have been received. Some of them (proposed by organisations having accepted to make them available on this website in order that their projects can be given more visibility and may attract potential partners) can be accessed here.

Identified potential projects have been presented and discussed in detail on the occasion of the EU-Southeast Asia Cooperation Forum on ICT research organised in Brussels on October 6-7, 2008. It is expected that some of these projects will be presented to the 4th, 5th and 6th FP7 Calls for proposals related to the ICT theme, to be officially published in November 2008.

The SEACOOP project is committed to provide support and guidance to European and Southeast Asian organisations interested in developing them, to facilitate the evolution from “identified opportunities” towards “ready to be launched projects”.

The SEACOOP partners are also very happy to make available, here, the database they have developed providing detailed information on leading Southeast Asian research centers in the ICT area.

This database is expected to be of particular interest to European organisations willing to develop cooperation projects and looking for potential partners in Southeast Asia (to be noted: specific skills of listed research centers are identified with the FP7 ICT challenges in reference).
